Local elections were held in Parañaque City on May 10, 2004, within the Philippine general election. The voters elected for the elective local posts in the city: the mayor, vice mayor, the congressman, and the councilors, eight of them in the two districts of the city.
Background
In 2002, then-City's First Lady Venesa "Alma Moreno" Lacsamana-Marquez formed non-governmental organization called "Alma Moreno para sa Mahirap na Mamayan". This action was seen by many as her one of her plans to replace her then-husband, given that Mayor Joselito "Joey" Marquez will be term-limited in next elections.[1]
Mayor Joselito "Joey" Marquez was term-limited, and he ran as representative. His position were contested by City First Lady Venesa "Alma Moreno" Lacsamana-Marquez, his estranged wife,[2] running under Nationalist People's Coalition,[3] Vice Mayor Florencio "Jun" Bernabe Jr. and former Mayor Pablo Olivarez.
Vice Mayor Florencio "Jun" Bernabe Jr. was term-limited, and he ran as mayor. His place was contested by Councilor Andres Jose "Anjo" Yllana.[4]
The city's congressional districts were re-apportioned from lone district into two. The representative of the city's lone district was Eduardo "Ed" Zialcita. According to Republic Act No. 9229, as a highly urbanized city, the city shall have two (2) legislative districts.[5] Therefore, the city shall elect two representatives to represent the city's two districts.[6]
Rep. Eduardo "Ed" Zialcita ran for re-election, representing first district. Meanwhile, Mayor Joselito "Joey" Marquez ran for the position of representative representing second district. He was challenged by former Rep. Roilo Golez.

For the city council elections, results are subject to research and input. For the votes of mayoral, vice mayoral, and congressional elections, same manner as the city council elections. Other candidates still missing due to limited information gathered. Errors may occur.
