He is a member of the Liberal Party of Canada. He succeeded his father, Jim Carr, who died in office on December 12, 2022, as the representative for the federal riding of Winnipeg South Centre.[1]

Carr was one of several Liberal MPs who have publicly defended the state of Israel against charges of genocide after it invaded Gaza in 2023. He criticized as imbalanced a panel event at the University of Winnipeg that described events in Palestine as a genocide.[2]

Carr has worked as the vice president of Indigenous Strategy Alliance, a consulting firm; as a high school teacher, coach, and principal; and as a former federal Liberal government staffer.[3]
