Шаблон:Short description Шаблон:Infobox government agency The California High-Speed Rail Authority (CHSRA) is a California state agency established in 1996[1] pursuant to the California High-Speed Rail Act[2] to develop and implement high-speed intercity rail service, namely the California High-Speed Rail project. The CHSRA succeeded the California Intercity High-Speed Rail Commission, which was created in 1993.[3]

CAHSR Board Members

The Authority is composed of 9 regular members plus 2 ex officio members. Five members are appointed by the Governor, two members are appointed by the Senate Committee on Rules, and two members are appointed by the Speaker of the Assembly. The two ex officio members are from each of the two legislative bodies.[4]

The members appointed by the Governor have terms of office of 4 years. Per Katta Hules of the California High-Speed Rail Authority, members whose terms of office have technically expired serve until replaced. As of Jan. 2024 the Board was composed of:[5][6]

Committees

Per the 2024 Business Plan, "The Authority maintains a structure of seven governance committees: the Executive Committee (EC), Program Delivery Committee (PDC), Business Oversight Committee (BOC), Administrative Committee (AC), Change Control Committee (CCC), Project Delivery Advisory Committee (PDAC), and Enterprise Risk Committee (ERC). Each committee has its own purpose, organization, roles, and responsibilities as specified in each respective committee charter. These committees ensure a strong governance structure with a streamlined system for decision making and problem resolution.

"The PDC, BOC, CCC, and Administrative Committee report directly to the Executive Committee, while the ERC reports directly to the Finance and Audit Committee (a subgroup of the Board of Directors). The Authority regularly reviews its committee structure and implements changes as necessary to ensure appropriate governance in line with the Authority’s current operations." All seven committees are described in the plan.[7]:71-72

Chief Executive Officer

Brian P. Kelly has been the CEO of CAHSR since 2018.

Risk Management Program

CAHSR has implemented an extensive program of risk identification and risk management which extends throughout the program. This is discussed in some detail in Chapter 4 of the 2024 Business Plan.
