He is considered as one of the best friends of Chun Doo-hwan and Roh Tae-woo, who both served as President of South Korea.

In January 1996, Ho-yong was tried over his complicity in the brutal suppression of the Gwangju Uprising. Later that year, he was found guilty of treason. The prosecution requested a life sentence, albeit Ho-yong instead received a 10-year sentence. In December 1997, Ho-yong was released from prison after being pardoned by President Kim Young-sam.[1]
