Файл:CFO Logo 2024.jpgШаблон:Short description Upon the assumption of Secretary Romulo V. Arugay as Chairperson of the Commission on Filipinos Overseas, he determined the need to strengthen the image and representation of the Commission such that its mission and vision are reflected in its visual identity. Further, with a stronger visual identity, the Commission will be able to expand its network, not only among its target clientele, but also with partners and stakeholders, from the private and public sectors alike, whose aspirations and goals align with that of the Commission.

Hence, a logo-making contest was initiated in January 2023 among CFO employees and a winning entry was announced three (3) months later in April 2023. The artist behind the chosen art was Mr. Troy Agcanas from the CFO’s Management Information and Systems Division.

The artwork features migratory birds to represent CFO’s primary clientele – the Filipino migrant. The colorful birds together in flight represent Filipino communities abroad and how they thrive in unity and in support of their fellow kababayans. The blue, red, and yellow colors represent the Philippine flag and symbolizes the Filipino spirit that characterizes our migrants all over the world.

All these central elements – the birds, the color stripes, and the arrow – are tied together by the Migration and Development framework under which the Commission operates. This further exemplifies that wherever our migrants hail from, they eventually give back and help in nation building.

The new seal of the CFO manifests that despite the success they have attained overseas, Filipinos who came from humble beginnings here in the Philippines eventually come back not only to pay tribute to their roots but also to share their knowledge, skills, and wealth of other resources to give back and contribute to nation-building.Шаблон:Primary sources Шаблон:Use mdy dates Шаблон:Use Philippine English Шаблон:Infobox government agency

The Commission on Filipinos Overseas (CFO) (Шаблон:Lang-fil) is an agency of the government of the Philippines under the Office of the President of the Philippines. CFO was established on June 16, 1980, through the enactment of Batas Pambansa Blg. 79.

The agency is responsible for promoting and upholding the interests of Filipino emigrants and Filipino permanent residents in countries other than The Philippines. It is also responsible for preserving and strengthening ties with Filipino communities outside the Philippines. It is headed by a Chairperson who is bestowed with a Cabinet rank of Secretary.[1]

History

Файл:Evolution of CFO.jpg

The evolution of the Commission on Filipinos Overseas can be traced with the passage of Presidential Decree No. 442 (Labor Code of the Philippines), which was enacted in 1974, creating the Office of Emigrant Affairs, along with the Overseas Employment Development Board (now POEA) among other offices created.[1]

The following years were characterized by a steady increase in migration, thus making it necessary to establish an independent unit which would constitute a local support network solely for Filipino emigrants.[1]

In June 1980, Batas Pambansa Blg. 79 was enacted to strengthen the government’s policy on the promotion of migrant welfare and interest. It created the Commission on Filipinos Overseas which replaced OEA but retained and further expanded its mandate. The decree specifically identified Filipino emigrants as the recipients of its services.[1]

The main task of the Commission on Filipinos Overseas is to register and provide pre-departure orientation seminars to Filipino emigrants; to promote the transfer of technology, material contributions, and financial contributions of Filipino emigrants from abroad to underserved communities in the Philippines; to provide the younger generation of Filipinos overseas with opportunities to learn the history of the Philippines, Filipino culture, Philippine institutions, and the Philippine languages.[1] In accordance with Batas Pambansa Blg. 79, the Commission on Filipinos Overseas is mandated to perform the following duties:[1]

  • To assist the President of the Philippines and the Congress of the Philippines in formulating policies and measures concerning or affecting Filipinos abroad;
  • To develop and implement programs that will promote the interest and well-being of Filipinos abroad;
  • To serve as a forum for preserving and enhancing the social, economic, and cultural ties of Filipinos abroad with the Philippines;
