Egov.Press is a non-governmental Kazakh petition website launched in 2020. The project was created by five citizens of the Republic of Kazakhstan at their own expense to develop the institution of petitions in the state. The organization's employees are located in Kazakhstan and for security reasons do not reveal their identities. In Kazakhstan, petitions on the website egov.press are used to create public outcry because the initiatives launched do not have legal force.[1][2][3] The very first petition on the site was published in October 2021.[4][5][6][7] From July 25 to November 8, 2022, the site was visited by more than 539.7 thousand people. During this time, the authorities partially satisfied five out of ten socially important petitions published on the website.[8]

Petitions published on the websites egov.press and alash.online about Kazakhstan's withdrawal from the CSTO,[9][10] against the treatment of drug addicts with the drug "Methadone",[11] increasing the size of disability benefits, and opening advertising for Kazakh language centers[12] are still under discussion in magazines and books.[13]

In 2022, following a court order surrounding accusations of the site being fake, the site was moved to the alash.online domain.[14]

Petitions published on the alash.online website were included in the top 5 most popular in Kazakhstan according to the editors of Massaget.kz.[15] On January 22, 2022, a petition appeared on the website demanding permission to wear headscarves for schoolgirls in Kazakhstan. In one day, the initiative received 20,250 signatures and 2 days later, for unknown reasons, it was removed from the site.[16]

Petitions

Renaming the capital of Kazakhstan

A petition to rename the capital of Kazakhstan Nur-Sultan to Astana was signed by 223,101 people.[17][18][19] After the petition, on September 15, 2022, the proposal was supported by the city maslikhat and deputies voted for the renaming. On September 17, 2022, the president signed a bill to rename the capital. The petition was fully granted.[20][21][8]

Reducing the retirement age for women

On October 30, 2021, citizens of Kazakhstan launched a petition to lower the retirement age of women to 55–58 years.[22] The initiative collected more than 863,000 signatures and a movement of women was formed, who repeatedly rallied to demand pension reform.[23] Following the petition, on September 1, 2022, President Kassym-Jomart Tokayev announced that until 2028, the retirement age for women will be set at 61 years.[8]

Ex-president immunity

On January 18, 2022, a petition was created on the egov.press website demanding that the first President of Kazakhstan, Nursultan Nazarbayev, be deprived of immunity.[24][25] Following the petition, on February 15, 2023, President Kassym-Jomart Tokayev signed the Constitutional Law revoking the immunity of the first president of Kazakhstan.[26]

Resignation of the akim of Almaty

On July 6, 2023, a petition appeared on the website calling on Erbolat Dosaev to resign due to criticism of his work from city residents. 12,556 people supported the petition while 9,947 were against it. Within a minute, the number of those in favor of resignation fell, while 10,017 people rejected the petition. The authors of egov.press announced a specific bot attack from Russia.[27][28] Kazakh political scientist Anton Morozov called the people who signed the petition bots. According to him, two people can easily create the appearance of activity of tens of thousands of users.[29]

Benefit for disabled people

A 47-year-old resident of Zhambyl region posted a petition on the egov.press website appealing to the President of Kazakhstan with a request to increase the disability benefit by 100%. The petition has collected approximately 7,000 signatures.[30][31] After a while, the President of Kazakhstan Kassym-Jomart Tokayev ordered to increase benefits for persons with special needs by 14.5% from September 1, 2023.[32]

Recycling fee for transport

A petition to completely abolish the recycling fee, launched on October 31, 2021, received 130,000 signatures.[33] After the petition, on January 11, 2022, the President of Kazakhstan criticized the ROP Operator company. In October 2022, Parliament passed a law removing the right of the ROP Operator to charge people for scrapping vehicles.[8]

Ambassador of Ukraine to Kazakhstan

The petition for the deportation of Ukrainian Ambassador Petro Vrublevsky in connection with his scandalous statements, submitted on August 22, 2022, collected 42 thousand signatures.[34] After the petition, by agreement with the Ukrainian side, he was voluntarily recalled from Kazakhstan, ceasing to be the Ambassador of Ukraine to Kazakhstan.[8]

Extension of child care benefits

On January 18, 2022, a petition was launched to extend child care benefits to three years, which collected 125 thousand signatures.[35] After the petition, on September 1, 2022, President Kassym-Jomart Tokayev announced that from January 1, 2023, the child care allowance will be extended to one and a half years.[8]

Criticism

The channel Astana TV filmed a report in which it talks about "false petitions" published on the egov.press website and calls for the creation of a domestic platform.[36]

In 2022, Kazakh journalist Yuri Masanov said that the egovpress petition website was fake.[37][38] After the journalist's publication, the egov.press website was blocked on June 20, 2022, by a court decision in Kazakhstan.[14] After blocking, the petition site egov.press moved to a new domain alash.online.

In June 2023, the international foundation for freedom of speech protection Adil Soz included the egov.press website in the list of violations of freedom of speech in Kazakhstan.[39]
