Шаблон:Multiple issues Index Copernicus International (ICI) – a Polish company supporting and promoting scientific achievements. The main areas of Index Copernicus activities are the dissemination, parametrization and commercialization of science. Based on proprietary solutions, Index Copernicus is the creator of IT tools for collecting, processing and distributing information about scientific achievements. Index Copernicus supports Polish science, especially cooperation between scientists, publishers of scientific journals, scientific units and the enterprise sector[1].

Activity

The activities currently carried out by Index Copernicus include:

  1. ICI Science Evaluation – Cooperation with scientific units affiliated in Poland in the area of their preparation for the evaluation of the quality of scientific activities conducted by the Ministry of Science and Higher Education[2];
  2. ICI Publishing – Publishing several titles of Polish scientific journals, including: " Polish Otorhinolaryngology Review", "Pain Review", " Museology", "Polish Journal of Surgery", "Polish Journal of Otolaryngology"[3];
  3. ICI Publishers Panel – Providing an electronic system for maintaining the online version of the journal and managing the editorial process[4];
  4. ICI World of Journals – Collecting information about scientific journals from around the world[5];
  5. ICI Journals Master List – Conducting an annual parametric assessment of journals submitted for evaluation[6].

Controversies

Controversy 1

The ICI Journals Master List database was one of 17 (in the 2012 evaluation[7]) and one of 35 (in the 2015 evaluation[8]) reference databases indicated in the rules for the evaluation of scientific journals of the Ministry of Science and Higher Education, alongside key international journal databases - Web of Science, Scopus, PubMed, DOAJ - and national journal databases run, for example, by the partner in the Ministry's project - Interdisciplinary Center for Mathematical and Computer Modeling of the University of Warsaw (ICM UW) - CEJSH, BazTech, AGRO. The list of reference databases was selected by experts from the scientific community.

In 2013, Emanuel Kulczycki (since 2019 an expert in the ERIH Plus database of scientific journals, i.e. in a competitive entity to the ICI Journals Master List database run by Index Copernicus) noticed that while Index Copernicus was creating the POL-on database, it also offered a paid accelerated evaluation process for the journal, which enabled point-based indexing in the evaluation conducted by the Ministry of Science and Higher Education. According to Kulczycki, there was an obvious conflict of interest here[9].

Apart from Emanuel Kulczycki's opinion, there are no objections to the company's ethical activities during the evaluation period. There are no official letters questioning the legality of the evaluation results or the activities of Index Copernicus.

Index Copernicus has been assessing journals in the ICI Journals Master List database since 2005. The fact that the company has been conducting the journal evaluation process continuously for almost 20 years and the number of editorial offices applying for evaluation is constantly growing[10] proves that the ethical of Index Copernicus's activities is recognized by both domestic and foreign scientific institutions. Accelerated journal evaluation process - "Evaluation on Request" is a permanently available additional service for the editorial offices of scientific journals. As we read: "Evaluation in the normal mode is free and possibility to submit a journal for assessment expires on a set date (...). Please remember that Evaluation on Request does not exempt one from necessity to fulfill initial criteria and formal requirements for indexing that are essential to journal verification and calculation of ICV index. Order of Evaluation on Request does not imply automatic indexation of a journal in the ICI Journals Master List database[11].

Controversy 2

The activities of Index Copernicus are questioned as a result of the inclusion of the ICI Journals Master List database on the list of false bibliometric metrics by the American author Jeffrey Beall (year of the last edition of the list: 2016)[12]. The reasons why Jeffrey Beall considered the indexation database to be false include: charging fees for indexation, the presence of the phrase "Impact Factor" in the name of the calculated index, or the unoriginal and unscientific methodology of journal evaluation. The controversial nature of Beall's work resulted in the creation of several publications repeating the allegations included in the list[13][14][15][16][17][18][19][20]. The reasons why other authors consider the Index Copernicus database to be false and the journal evaluation process as worthless include awarding higher scores to journals compared to titles such as "Science" or "Nature" and referring to the index calculated by Index Copernicus for journals considered to be predatory journals.

An analysis of the allegations made against Index Copernicus in this respect shows that they are insufficiently justified. Index Copernicus does not meet any of the criteria for a false indexing database indicated by Jeffrey Beall (e.g. indexing in the ICI database is free, and the index calculated in the evaluation is the so-called "Index Copernicus Value"[21]. Index Copernicus has never assessed the journal "Science" or "Nature" therefore could not be rated lower than other journals[22]. Journals publishing bibliometric indicators from recognized, international databases in which they would like to be included, but are currently not indexed (e.g. the journal "World Journal" of Pharmaceutical Research", which also refers to the "Impact Factor" indicator), is one of the main indicators of predatory journals. It seems that the reason for assessing the Index Copernicus database as supporting predatory publishing practices is the copying of its archived website, including part of its content and the applied terminology by the creators of the "Scientific Journal Impact Factor" database.

Index Copernicus maintains two databases - one is called ICI World of Journals, the other is called ICI Journals Master List, in which journals that have successfully passed the evaluation process are indexed. The failure to distinguish these databases is the cause of controversy against Index Copernicus.

During the evaluation in the ICI Journals Master List database, journals are verified in terms of the use of reliable editorial services[23]. Journals that fail the verification process are marked with the status of Predatory Alert (e.g. the journal "World Journal of Pharmaceutical Research") or Transparency Warning (e.g. the journal "International Letters of Natural Sciences").

In 2024 in the database maintained by Index Copernicus:

  • there are over 70,000 journals business cards registered;
  • over 4,890 journals are indexed;
  • over 1,100 journals are marked with the "Transparency Warning" warning;
  • more than 60 journals are marked with the "Predatory Alert" warning[24].
