Initiative 83 or the Make All Votes Count Act of 2024 is a proposed ballot initiative that would bring ranked-choice voting and open primaries to elections held in Washington, D.C.. If passed, more than 80,000 people registered as “unaffiliated” with a party will be able to participate in primaries, which are closed to those voters.[1] Elections would be held using ranked choice voting.

History

The initiative was officially proposed by Lisa D.T. Rice and Phillip Pannell, longtime activists and leaders of the Make All Votes Count D.C. campaign in May 2023. The [2] The campaign must collect more than 25,000 signatures from registered voters in order to be included on the November 2024 ballot.[2]

Background

There are approximately 85,000 independent voters, or roughly, 16% of the city's electorate. These citizens are only allowed to vote in general elections, when most races have been largely decided because of the overwhelming number of Democratic voters who can cast ballots in their primary election. States like Arizona, Colorado, Massachusetts, and West Virginia currently have semi-open primaries.[1]
